IN 1995 the SA
government commissioned an in-depth reappraisal of all transport policy.
The Minister of Transport appointed a Working Group under the
chairmanship of Prof John Hare, to investigate maritime policy and to
report to the government and to all stakeholders in the industry.
The Working Group submitted its final report to a Plenary session of transport stakeholders in March 1996, and, after a further session in June, the government distilled the Working Group's Report into a Green Paper and then a White Paper. This White Paper was approved by the Cabinet in September 1996, and, though it contains but little of the full report, it seeks to give direction to the formulation of future maritime policy for SA. |
